VIETNAM'S DPPA MARKET IS MOVING FROM POLICY TO IMPLEMENTATION

Vietnam's DPPA Market Is Moving From Policy to Implementation
Vietnam's Direct Power Purchase Agreement (DPPA) mechanism is entering an important new phase, with renewable-energy developers and major electricity consumers moving from regulatory discussions toward actual project implementation.
One notable example is the Dau Tieng 5 Solar Power Plant in Tay Ninh, developed by DT5.1 Energy JSC.
+ Investment: ~VND 7.774 trillion (US$296 million)
+ Project area: ~645 hectares
+ Expected generation: ~808 GWh/year
+ Target COD: December 2027
+ Technology: Solar PV + BESS
+ Grid: 220 kV substation and transmission lines
The project demonstrates how renewable generation, BESS and grid infrastructure can work together to improve system flexibility and reliability.
Another important milestone is the TTC Duc Hue 2 Solar Power Plant, operating under the DPPA mechanism with Samsung Electronics Vietnam Thai Nguyen. Samsung is expected to receive approximately 70 GWh of renewable electricity annually.
Recent developments are expanding participation and creating new opportunities:
+ Large industrial electricity consumers
+ Data centers
+ EV charging and battery-swapping businesses
+ Industrial-park and industrial-cluster electricity retailers
+ Direct PPAs between eligible retailers and renewable-energy producers
+ Retailer investment in renewable-energy projects
+ Simplified registration for certain rooftop solar projects supplying large customers
+ Greater flexibility for privately connected DPPAs, including freely negotiated electricity prices.
This is particularly important for Vietnam's manufacturing sector.
Companies in electronics, engineering, textiles, footwear, food processing and construction materials are increasingly facing international requirements for lower-carbon supply chains.
Renewable electricity is therefore becoming more than an ESG objective. It can increasingly become a competitive advantage for export-oriented manufacturers and a factor in attracting high-value FDI.
Potential growth areas include:
+ Semiconductor manufacturing
+ Electronics Data centers
+Advanced manufacturing
The next challenge: Implementation
Vietnam's policy framework is developing rapidly, but successful implementation will be critical.
Efficient project approval, grid connection, PPA negotiations and transaction processes will be essential to convert policy into bankable projects and reliable renewable power.
The next phase of Vietnam's energy transition should focus not only on adding renewable capacity, but on integrating:
Renewable Energy + BESS + Grid Infrastructure + DPPA + Industrial Demand
Vietnam has the manufacturing base, growing electricity demand and renewable-energy potential to build a strong clean-energy ecosystem.???????? ⚡
